On September 13, 2022, Luye Life Sciences Group and the Ministry of Innovative Development of the Republic of Uzbekistan signed a Memorandum of Understanding (MoU) for strategic collaboration on the Uzbekistan Innovative Vaccine Center Project and on jointly promoting comprehensive cooperation in the vaccine field between China and Central Asian countries, on the eve of the 22nd meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO). The vaccine center will be located in the Toshkent Province and enjoy strong support from both sides. The collaboration will contribute to the economic development of the two countries, the pavement of a “Health Silk Road” in Central Asia, and the welfare of people in countries along it.

This year marks the 20th anniversary of the signing of the SCO Charter, the 15th anniversary of the signing of the Treaty on Long-Term Good Neighbourliness, Friendship and Cooperation among SCO member states, and the 30th anniversary of the establishment of diplomatic relations between China and five Central Asian countries, including Uzbekistan. In 2016, China-Uzbekistan relations were upgraded to a comprehensive strategic partnership. In recent years, China has become the largest trade partner and export destination of Uzbekistan. The two countries now have close cooperation in trade, culture, investment, energy and other fields under the Belt and Road Initiative.

Against the backdrop of the COVID-19 pandemic and profound changes taking place in the world, both unseen in a century, Luye Life Sciences Group and the Ministry of Innovative Development of Uzbekistan will jointly build the Uzbekistan Innovative Vaccine Center to address the huge unmet needs for vaccines in not only Uzbekistan but the whole Central Asia and facilitate the development of the vaccine industry in the region. This endeavor will include the construction of a vaccine center, development and manufacturing of vaccines, staff training, technical exchanges, and product promotion. It is a response to the appeal for “building a global community of health for all” and will contribute to the rollout of the Belt and Road Initiative and the fulfillment of China’s promise “to strive to make its coronavirus vaccines a global public good”. The two sides will prioritize Uzbekistan for the collaboration, while promoting information exchanges and partnerships among the SCO member states, set up long-term communication channels, and organize various types of exchanges.

Ibrokhim Yu. Abdurakhmonov, Minister of Innovative Development of the Republic of Uzbekistan, said,“We are delighted to sign the MoU with Luye Life Sciences Group. Uzbekistan has worked closely with China in various fields, including combating COVID-19. The collaboration with Luye will contribute to the welfare of our people, facilitate the development of the vaccine industry and related technologies of Uzbekistan, and advance the medical science in our country. It will also deepen the friendship between the two countries. We wish the partnership a complete success.”

Liu Dianbo, Chairman of the Board of Directors of Luye Life Sciences Group, said, “Luye Life Sciences Group is an international company with operations in the pharmaceutical, vaccine, healthcare, and diagnostics fields. Our products and service networks cover over 80 countries and regions. We are honored to take part in this project. In addition to vaccines, we hope to bring high quality innovative drugs, value-based healthcare services, and efficient diagnostics of high precision to Uzbekistan, contributing to the cooperation between and development of China and Uzbekistan.”
